What’s New: In-Country Switching for Students
According to the October 2025 Statement of Changes (HC 1333), students who have completed their course in the UK will now be allowed to switch directly from a Student visa to the Innovator Founder route.
This change removes a significant hurdle that previously forced many would-be student-entrepreneurs to leave the UK to apply from their home country — a requirement that has now been scrapped.Why It Matters
For entrepreneurial students, this update opens a new pathway to stay and build their business ventures immediately after graduation. Rather than applying from abroad, they can now establish their startup in the UK without the disruption and risks associated with departing the country.

Who Is Eligible?
To switch from a Student visa to the Innovator Founder visa, certain conditions must be met:
You must have completed your course for which your Student visa was issued.
Alternatively, if you are a PhD student, you may be eligible to switch if you have been studying full-time for at least 24 months on your Student visa.

From 8 January 2026, the English language requirement is being raised to B2 level (from B1) for Skilled Worker, Scale-up, and HPI visas.
The High Potential Individual (HPI) route is being expanded to include graduates from more universities, but with a cap of 8,000 applications per year.

As part of this initiative, foreigners with Biometric Residence Permits (BRPs) will receive emails from the Home Office starting April 17th, 2024. These emails will encourage them to create UK Visas and Immigration (UKVI) accounts. These online accounts will serve as a replacement for physical BRPs and allow access to eVisas.
Foreigners in the UK will be invited by the authorities in phases before the process officially opens to all holders of physical immigration documents, scheduled for this upcoming summer.
eVisas: Modernizing UK Border Management for Improved Security
This digital initiative aims to streamline the process while strengthening border security through pre-travel screening and reducing the risk of fraudulent documents.
Here’s what eVisas offer:
- Convenience: Free and accessible to holders of physical documents. Creating a UKVI account is simple and won’t affect your current immigration status.
- Security: Unlike physical documents, eVisas can’t be lost and can be accessed anytime, enhancing communication between you and the authorities.
- Efficiency: Streamlined processing and improved data collection contribute to stronger border security.
The UK’s New eVisa System: Building on Proven Success
- The UK is launching a streamlined eVisa system, drawing on the experience of millions who used the EU Settlement Scheme (EUSS). This proven approach to digital visas will enhance convenience and security for travelers.
A Smooth Transition
As part of this change, most Biometric Residence Permits (BRPs/BRCs) will be gradually phased out. Most of these permits expire by the end of 31 December 2024, paving the way for a more efficient eVisa system.
The United Kingdom is one of many countries that are planning or have already started the automation and digitisation of their immigration systems. It would be a more efficient substitution for the Electronic Travel Authorization.

What is the UK Immigration Salary List?
The UK Immigration Salary List, introduced as a replacement for the Shortage Occupation List within the framework of the UK’s Skilled Worker route under Immigration Rules, serves as the official inventory of skilled professions facing shortages in the labour market. Although the Shortage Occupation List will undergo a name change to the Immigration Salary List, it will remain operational until various elevated salary thresholds come into effect on April 4, 2024. This initiative to establish a new list forms part of a broader set of immigration policies unveiled by the government on December 4, 2023, aimed at curbing immigration abuse and reducing net migration in the UK.
One significant impact of the Immigration Salary List (ISL) is the elimination of the 20% salary discount previously applicable under the “going rate” system for occupations listed on the Shortage Occupation List. This discount allowed applicants in shortage occupations to be paid 80% of the standard rate for their respective occupation codes.
Immigration Salary List Minimum Thresholds
In addition to abolishing the 20% ‘going rate’ salary discount, the general salary threshold for occupations listed on the Immigration Salary List has been set at £30,960. Consequently, professions featured on this new list must meet either this £30,960 benchmark or the specific threshold designated for their occupation, whichever amount is higher.
Furthermore, the minimum earnings threshold for occupations not included on the Immigration Salary List has been raised by 48%. Simultaneously, individual occupation-specific ‘going rate’ thresholds have been adjusted to align with the median full-time wage for comparable roles in 2023.
The general salary threshold for those entering the UK via the Skilled Worker route now stands at £38,700, reflecting an increase to the 50th percentile (median) of eligible Skilled Worker occupations based on the latest nominal wage data.
Any migrants aiming to enter the UK through the Health and Care Worker Visa route will be exempt from the specific £38,700 salary threshold requirement imposed on Skilled Workers.
How to use the UK Immigration Salary List?
The Immigration Salary List identifies occupations in which UK employers encounter a shortage of suitable labour and where migration serves as a practical solution to address this scarcity. Therefore, job roles are included on this list only if they meet specific criteria: they require suitable skills, face a shortage of available resident workers, and immigration is deemed a viable short-term solution.
Conclusion
However, while pay scale occupations have been omitted from the Immigration Salary List, this doesn’t imply they aren’t experiencing shortages or diminish the societal importance of many of these roles. Instead, their absence from the list doesn’t enhance their ability to leverage the immigration system effectively.
